Liberty Travel Insurance: TourCare Essential vs TourCare Plus

What Liberty’s public pages say about the two plans, in plain English.

Appointed agent of Liberty Insurance

TourCare Essential and TourCare Plus in short

Liberty Insurance offers two travel plans for people in Singapore: TourCare Essential and TourCare Plus. Liberty describes Essential as a simplified, budget-friendly version of Plus that covers the essential aspects of travel, and Plus as its comprehensive plan. Assureme is an appointed agent of Liberty Insurance, so we can explain the differences and ask Liberty for a quotation. This page sets out what Liberty’s public pages say; the policy wording always prevails.

The plans inside each product

  • TourCare Essential has three plans: Lite, Savvy and Xtra, each for an individual or a family.
  • TourCare Plus has two plans: Standard and Supreme, also for an individual or a family.

Liberty’s comparison table lists a single trip of up to 120 days for both products. A “family” on a single trip means a maximum of two adults travelling with any number of children, where the children belong to one of the insured adults.

Key differences, as Liberty states them

  • Pre-existing conditions: Essential excludes pre-existing conditions. Plus covers an acute onset of a pre-existing condition under overseas medical expenses, emergency medical evacuation and repatriation of mortal remains. Liberty says this extension applies only to a single trip of up to 30 days, and it does not cover a person diagnosed with a terminal illness.
  • How long medical expenses are reimbursed: overseas medical expenses are reimbursed up to the benefit limit or 45 days from the injury or sickness under Essential, and up to 90 days under Plus, whichever comes first.
  • Treatment after you return: under Essential, treatment must be sought within 24 consecutive hours of returning to Singapore (if not treated overseas); under Plus, within 3 days. Both run up to 31 days from the first treatment in Singapore.
  • Travel delay and diversion: Essential pays where the delay or diversion is due to the perils specified in the policy. Plus pays where it is due to reasons not caused by you, your immediate family or your travelling companion. Written proof of delay from the transport operator is required for both.
  • Age: Liberty’s comparison table lists Essential for ages 6 months to 85 years and Plus for 3 months to 85 years.
  • Headline limits: Liberty lists personal accident cover starting from S$100,000 for Essential. For Plus it lists S$150,000 (Standard) or S$300,000 (Supreme), and overseas medical expenses of S$250,000 (Standard) or S$500,000 (Supreme), for an individual aged 75 or below. Limits for each Essential plan are in Liberty’s table.

Who may find each plan a better fit

Essential may suit a traveller who wants the core cover and does not need the extra features Liberty lists only for Plus. Plus may suit someone who wants the longer medical reimbursement window, the wider delay wording or the acute-onset pre-existing condition extension. The right choice depends on your trip, your health and the limits you want, so we go through it with you before asking Liberty for a quote.

Conditions that apply to both

  • The trip must start and end in Singapore, and cover must be bought before you leave Singapore.
  • The policy is available to Singapore citizens, permanent residents, and foreigners with a valid Employment Pass, Work Permit, Dependent Pass or Student Pass who permanently reside in Singapore.
