How to Get a WICA Insurance Quote

What to prepare and what to check, step by step.

Appointed agent of Liberty Insurance

Updated 16 October 2026 · Written by Assureme Pte. Ltd., appointed agent of Liberty Insurance. General information, not advice.

Step 1: Work out who must be covered

List every employee doing manual work, and every non-manual employee earning $2,600 or less a month. Cover local and foreign staff. If you are unsure, read our guide on who needs WICA insurance or check MOM’s page.

Step 2: Gather the information the insurer needs

MOM lists what you provide when you confirm a policy. Have these ready before you ask for a quote:

  • Your UEN
  • Nature of business
  • Aggregated headcount of employees
  • Aggregated annual wages
  • Occupation of employees

MOM provides standard single-entity and multiple-entity declaration forms for the information insurers typically need. Wages should be your best estimate for the coming policy year, and you should not under-declare, because MOM warns this can affect your claims.

Step 3: Ask early

MOM asks employers to finalise the insurance contract and give the insurer the required information at least 21 days before the policy commences. If you are renewing, start before the expiry date. Reply promptly to the premium quote or renewal notice, because delays can cause a gap in cover, for example when an injury happens just after the old policy has expired.

Step 4: Check the quote

  • The insurer is on MOM’s list of designated insurers.
  • The policy complies with MOM’s compulsory terms.
  • The occupations and number of employees match your declaration.
  • Any riders you want are included. MOM mentions common law liabilities and travelling to and from work as riders to discuss with the insurer.
  • You understand the excess and exclusions in the policy wording.

Step 5: Confirm and pay

Accept the quotation, sign the proposal and pay. With Assureme, Liberty issues the policy after a signed proposal and payment. Cover is not in force until the policy is issued, so do not wait until the last day.

Common reasons for delay

Quotes slow down when headcount or wages are incomplete, job roles are described vaguely, or the renewal is started close to expiry. Send complete figures, describe each role clearly (for example “site supervisor” or “office administrator”), and tell us if you added or removed staff during the year. Accurate information also helps avoid problems at claim time.

If you cannot find cover

MOM says you can contact the General Insurance Association (GIA) if you have made a diligent search, including through a licensed insurance intermediary, and you cannot get a premium quote from at least 10 designated insurers. You will need evidence of the refusals. See MOM’s page on unable to find WIC coverage.

Quotes are indicative and subject to Liberty Insurance’s terms, excess and exclusions. Cover starts only when Liberty issues the policy after a signed proposal and payment.
